ELQN’s June Community of Practice (COP) meeting brought together LNOs and partners for a day of collaboration and reflection. Participants explored success stories during the Field Reflection, discussed how to support home-based and Family, Friend, & Neighbor care providers, and used mind mapping to visualize ongoing impact.
The afternoon focused on strengthening outreach strategies, reviewing policy and procedures, and offering social media guidance to support consistent messaging across the network. We closed with a Web of Reflection activity to highlight shared progress and next steps.
Thank you to everyone who participated and continues to work tirelessly to move this work forward!

Technology For Child Care:
Equips child care providers and households with technological tools and resources to enhance early childhood development and streamline business operations, including digital learning applications, childcare management software, and Wi-Fi upgrades.
Facility, Safety & Security
Provides developmentally appropriate indoor and outdoor materials and equipment, addressing and improving the safety and security of facilities.
Curriculum Development & Implementation Services
Offers providers access to high-quality, developmentally appropriate curriculum and materials to enhance classroom learning.

ELQN is thrilled to publicly release the data and resources collected by network-members throughout 2025, showcasing the impact it’s poised to have across Harris County.

Harris County Department of Economic Equity and Opportunity’s Early Learning Quality Network Pilot Evaluation: Year One
This three-year effort is guided by community input and local data to ensure that child care quality improvements are responsive to the needs of families and providers. Below are key findings and community insights from the first year of the pilot. Summaries of key findings from this report are also available in English, Spanish, and Vietnamese.
