New Data! Explore ELQN's Year Two Impact.
At the end of Year 1, ELQN finalized the seven initiatives and selected vendors to support implementation of the initiatives across focal communities. As of September 2025, ELQN has received 1,860 applications, served 740 caregivers, and provided services that have supported 3,064 children. This is far outpacing our original goal of impacting 2,500 Harris County children over the course of the three-year project – great work ELQN partners! The highlights and the report is available in English, Spanish, or Vietnamese.
Reopened for Applications: Technology for Households (Pct. 1 & 2)!
Easter Seals has reopened applications for ELQN’s Technology for Households initiative! Households at or below 85% SMI with children ages 4-8 living in the eligible zip codes are encouraged to apply while supplies are still available.

Hosted an ELQN Teen Baby Shower in partnership with the Klein HS Parent Education Program. During this event, young families learned about the ELQN initiatives available and received core infant equipment, such as highchairs, strollers, mini-cribs, blankets, and more!

Hosted an event inviting school counselors and resource coordinators to hear about ELQN initiatives and how to communicate the opportunities to the families they are working with.

Hosted an event inviting school counselors and resource coordinators to hear about ELQN initiatives and how to communicate the opportunities to the families they are working with. Supported by ELQN, home-based child care providers in the Northeast area of Harris County held an association meeting with the new Accreditation Coach and Network Coordinator at the National Association for Family Child Care (NAFCC), Erica Miles. This meeting was a great addition to the work we are doing within ELQN to uplift and support home-based provide.

Curriculum Development & Implementation Services by Frog Street
Frog Street is proud to partner with the Harris County Department of Economic Equity and Opportunity’s Early Learning Quality Network (ELQN) to expand access to high-quality early childhood resources for families in the 77379 zip code. Through this meaningful collaboration, eligible families are now receiving Family At-Home Learning Kits—delivered directly to their doorstep—designed to make learning engaging, hands-on, and fun for the entire family. Applications are still open to families living in the 77379 zip code – Apply today!
Bringing Learning Home
Harris County DEEO’s ELQN initiative is focused on strengthening early learning opportunities across Harris County. By teaming up with Frog Street to provide high-quality and cost-free age appropriate curricula, the initiative ensures that families have access to research-based instructional materials that support school readiness while nurturing joyful family interactions. The goal is simple: empower families to become active partners in their child’s educational journey.
Onsite Support for Families
To make enrollment simple and accessible, participating child care centers across the 77379 community hosted Frog Street for special tabling events. During these events, families were able to: learn more about ELQN, explore sample materials from the Family At-Home Learning kits, receive assistance completing their applications onsite, and ask questions about supporting learning at home. These in-person opportunities created a welcoming environment where families could connect, learn, and sign up with confidence.
Strengthening Community Through Collaboration
This partnership reflects a shared commitment to ensuring children in the 77379 area enter school ready to succeed. By removing barriers and delivering high-quality resources directly to families, Frog Street and Harris County DEEO’s ELQN are helping build a stronger educational foundation—one home at a time.
Training & Professional Development by Rupani Foundation USA
In February, the Rupani team had the privilege of working with 21 informal caregivers and 79 child care providers across 20 centers — and we could not be more proud of the impact made.
The Child Care Providers’ Training, held in collaboration with ELQN Local Network Organization EHCEC at Kids R Kids and VN Teamwork, united 43 teachers and directors representing nine languages, a true reflection of the vibrant, multicultural communities we serve. A second training with the VN Teamwork community engaged an additional 36 directors and teachers, with both sessions immersing participants in hands-on learning through gallery walks of thoughtfully designed classroom environments, deepening their understanding of ECD milestones, ASQ screening, inclusive practices, and holistic child development across all domains — cognitive, social-emotional, language, and motor. Our Group 36 session of informal caregivers, conducted with the HCPL 3 community, brought together 21 informal caregivers and inspired them to transform their homes into rich learning spaces using everyday household items as creative tools, embracing storytelling to nurture language and family connection, and building emotional resilience through a dedicated stress management session — because when caregivers thrive, children flourish.
Together, these trainings reached over 100 participants and stand as a powerful reminder of what becomes possible when we invest in the people who shape our children’s earliest years.
Emergency & Temporary Care
by Neighborhood Schools and WorkTexas!
At WorkTexas and Neighborhood Schools, Inc., we’re proud to support our child care providers through Harris County DEEO’s ELQN Emergency and Temporary Care Program (ETCP)—delivering quality care for families facing financial hardship, emergencies, or on the Texas Workforce Commission (TWC) Child Care Services waitlist.
During our most recent routine visit to Jacqueline Gould’s home child care, which serves four children through the ETCP, we observed Ms. Mar’Keda’s class engaging in an inspiring morning lesson that showcased thoughtful, relevant early education.
The children started with daily affirmations, eagerly repeating positive statements to build confidence. In honor of Black History Month, Ms. Mar’Keda reviewed the biography of Dr. Martin Luther King Jr. and Barbara Jordan. Children shared Dr. King’s dream that all children could play together.
The group remained engaged while reviewing numbers, colors, emotions and shapes—excitedly identifying the hexagon and counting its six sides.
This intentional, nurturing approach is exactly what ETCP celebrates and supports in the East Harris County Empowerment Council community. Thank you, Ms. Gould and Ms. Mar’Keda, for creating enriching moments for Harris County’s young learners—we’re grateful for partners like you!
