Together with families, child care providers, and local organizations, we’re working to ensure every child has access to high-quality early education tailored to meet the unique strengths and needs of each community.

Research and Innovation

ELQN relies on community voice and data to inform strategies and ensure a sustainable, longlasting impact.

In Partnership With

ELQN partners believe that every child deserves a strong start. By collaborating with community members who know their neighborhoods best, we work to develop quality improvement strategies that reflect local values, needs, and resources. Supported by the Harris County Department of Economic Equity and Opportunity, ELQN aims to unite communities in creating lasting and meaningful changes in early childhood education.

Taking Action on Community Needs

Enrollment windows differ by initiative and are subject to change. Application windows may change or close early in the event that all spots are filled or funding is exhausted.

Training & Professional Development

Provides training and coaching to enhance the skills and knowledge of child care providers of eligible centers and community members.

Early Learning Kits & Materials

Provides eligible families and informal child care providers with high-quality learning materials tailored to young children’s ages and language needs. Participants receive kits filled with books, toys, and activities designed to support early learning and development.

Technology for Households

 Provides qualifying households with developmentally appropriate technological learning tools and training related to the use of technology with young children.

Emergency & Temporary Care

Supports eligible child care providers in serving families with children aged 0–8 who are facing financial hardships, emergencies, or are on the TWC waitlist by providing funding for child care and ensuring quick, easy access to support for the families they serve. 

Technology for Child Care Centers

Connects eligible child care providers with improved technological resources aimed at enhancing early childhood development & improving the efficiency of business operations.

Curriculum Development & Implementation

Provides families and regulated child care providers with high-quality, developmentally appropriate curricula and learning materials aligned with Texas Early Learning Guidelines, including bilingual support and direct consultation. 

Facility, Safety & Security

Connects eligible child care providers with improved technological resources aimed at enhancing early childhood development & improving the efficiency of business operations.
